Abstract

В статье рассматривается проблема возможного изменения государственного управления, под воздействием меняющейся демографической парадигмы и ее особая актуальность для современной России в связи с распадом СССР. Решение этой проблемы настоятельно требует пристального научно-практического внимания к разработке теории государственного управления в России в условиях демографических изменений. В работе предлагается скорректированное определение государства. Определяются и анализируются его основные образующие элементы и их взаимодействие. Элементы государства: институт граждан и институт государственных органов рассматриваются одновременно как субъекты и объекты в государственном управлении. Предлагаются меры государственного управления в условиях изменяющейся демографической закономерности.
