Abstract

В статье представлено теоретическое содержание и роль «оценивания политик и программ» в реформировании государственного сектора России; разработан комплексный методический подход к процедуре оценивания, ориентированный на определение управленческого, социально-экономического и общественного эффекта от реализации региональных программ. Методический подход апробирован при оценке деятельности Министерства экономического развития Челябинской области.
