Abstract

Оценено состояние инновационного процесса в РФ, выявлены причины низкой инновационной активности на всех стадиях инновационного процесса и предложены меры по их нейтрализации. Дано определение инновации, обоснована необходимость формирования национальной инновационной системы и инновационного климата посредством повышения роли государства и его органов в повышении роли науки и образования в обеспечении экономики инновационными разработками и кадрами, создании условий для инновационного развития российского бизнеса. Предложены меры по развитию и совершенствованию инновационного законодательства.
