Abstract

В терминах классической теории управления рассмотрены проблемы медико-социального благополучия населения. Здоровье представлено как сложноорганизованный объект в системе государственного управления. Показано, что обучение здоровью, выявление факторов риска заболеваний и лечение суть воздействия на объект в цепи прямой связи, а регуляторов в контуре управления, как минимум, два сам индивид и государство. Сделан вывод, что ответственность за конечный результат (индивидуальное и по-пуляционное здоровье) должна быть разделена между этими субъектами управления.
