Освоение Российской Зоны Арктики: Проблемы Воссоздания Транспортной И Военной Инфраструктур

Abstract

В статье анализируется возобновление работ по восстановлению и модернизации транспортной и связанной с ней военной инфраструктуры в российской Арктике. Отмечается рассогласованность и отсутствие координации работ как государственных организаций, включая подразделения силовых ведомств, так и частных бизнес-структур. Формулируется задача увязки государственных программ исследования и освоения Арктики с учетом различных типов рисков, разработки адекватных процедур построения «дерева» целей этих программ с учетом неопределенности изменения сроков и объемов финансирования разнородных целевых программ.
