Финансовые Аспекты Жилищно-Коммунального Воспроизводства В Рф

Abstract

В статье рассматривается жилищно-коммунальное хозяйство России с точки зрения воспроизводства его материально-технической базы и инфраструктуры. Анализируется состав жилого фонда в период с 1991 по 2012 г., дается альтернативная оценка размера ветхого и аварийного фонда, проводится сопоставление нормативного и фактического капитального ремонтов. Объекты коммунального хозяйства рассмотрены по пяти группам (электроснабжение, теплоснабжение, водоснабжение, канализация и газификация). Показано кризисное состояние жилищно-коммунальной сферы, вызванное недостаточным уровнем финансирования ремонтных и строительных работ. Выполнен расчет потребности в финансовых ресурсах, необходимых для восстановления жилищно-коммунального хозяйства, а также указаны источники и механизмы поступления этих ресурсов.
