Abstract

В статье описана методика и приведены результаты стресс-тестирования финансовой устойчивости создаваемого в России механизма обеспечения сохранности пенсионных накоплений. Авторы пришли к выводу о достаточности в ближайшие 20 лет гарантийного покрытия рисков экономического шока, сопоставимого с кризисом 2008-2009 гг. Прогнозируемый запас прочности позволяет установить ставку отчислений в фонд гарантирования пенсионных накоплений на минимальном законодательно утвержденном уровне, но расчеты свидетельствуют о необходимости введения дифференцированных отчислений для разных инвестиционных институтов.
