Abstract

В статье приводится схема поэтапного решения задачи количественной оценки стратегических угроз важной составляющей прогнозных исследований развития ТЭК, которая включает выделение в прогнозной области зоны нестабильности и определение инвестиционных рисков отдельных проектов и вариантов развития. Предлагается система показателей (индикаторов) для комплексной характеристики угроз возможного дефицита мощностей и неприемлемого роста цен на энергоносители.
