Комплексное Прогнозирование Научно-Технологического Развития: Опыт И Уроки

Abstract

В статье рассматриваются условия и итоги разработки Комплексной программы научно-технического прогресса и ее воздействие на экономику бывшего СССР, а также влияние результатов, полученных при выполнении прогнозов, на формирование рыночной экономики России. Отмечены проблемы, решить которые частично удалось в рамках Комплексной программы. Показано, что многие противоречивые проблемы научно-технического и социально-экономического развития обусловлены свойствами используемых моделей экономики. Отмечается ограниченность сформировавшейся в РФ ресурсно-экспортной рыночной модели экономики, обосновываются возможности и условия перехода от ресурсно-экспортной к инновационной модели развития.
