Оценка И Прогноз Техногенных Рисков Долгосрочного Экономического Роста В России

Abstract

В статье рассматривается современное состояние производственных мощностей и объектов инфраструктуры; дается подробная оценка их динамики и степени износа. Подчеркивается, что недофинансирование данной сферы экономики и обусловленную этим высокую аварийность и рост техногенных рисков правомерно рассматривать как совокупность социальноэкономических (инвестиционных) долгов; приводится их оценка. В контексте двух базовых сценариев развития экономики на период 2011-2030 гг. рассматриваются тренды техногенных рисков экономического роста, а также варианты инвестиционного маневра для решения проблемы накопленных социально-экономических долгов и снижения указанных рисков экономики.
