Нефть России На Внешнем И Внутреннем Рынках: Возможности И Ограничения

Abstract

Нефтегазовый комплекс на современном этапе основа национальной экономики. Развитием комплекса во многом определяется эффективность социально-экономических реформ в России. Вместе с тем анализ перспектив развития комплекса в значительной мере затруднен в связи с недостаточной "прозрачностью" экономической и финансовой деятельности комплекса и его предприятий. В статье предпринята попытка реконструировать в укрупненном виде финансовые потоки в нефтяной промышленности с целью оценки инвестиционных возможностей в ближайшее десятилетие. На основании укрупненного анализа построена модель развития нефтяного комплекса, позволяющая учитывать влияние внешнего рынка и внутренней экономической политики как в целом для национальной экономики, так и для комплекса в частности. Получены прогнозные оценки для двух сценариев экономического развития России инерционного и антикризисного и намечены элементы стратегии регулирования нефтяного комплекса в свете ожидаемого внутреннего спроса на нефтепродукты и возможностей экспорта нефти и нефтепродуктов из России.
