Газовый Комплекс России: Возможности И Ограничения

Abstract

В статье проведен анализ доступной информации 2000 г. с целью оценки инвестиционных ресурсов газовой отрасли. На базе данных анализа и с учетом перспектив развития энергетического комплекса страны до 2020 г. определены условия, обеспечивающие бескризисное развитие отрасли. В качестве основных факторов, влияющих на перспективы ее развития, приняты темпы экономического роста, тенденция изменения издержек, цены на мировом и внутреннем рынках, а также показано их влияние на допустимую величину налоговой нагрузки. В целях максимизации налоговых поступлений за рассматриваемый период рекомендуется проведение государственной политики инвестирования части налоговых поступлений в научно-технический прогресс в отрасли для сокращения издержек добычи и транспортировки газа.
