Abstract

Наблюдаемое в последние годы обострение инфраструктурных проблем может стать серьезным препятствием экономическому росту. В статье приводятся иллюстрации этих проблем и обосновывается необходимость перехода к новой региональной политике, ставящей во главу угла не сглаживание межрайонных разрывов в уровне бюджетных расходов, как сейчас, а долгосрочную стратегию обустройства территории и развития «человеческого капитала».
