Два Подхода К Оценке Перспективных Цен На Нефть И Газ И Потенциальной Природной Ренты В России1

Abstract

В статье предложены подходы к оценке цен нефти и природного газа на внутреннем рынке России и потенциальных рентных платежей в период до 2025 г. В анализе использованы два класса моделей: один на базе моделирования перспективного топливно-энергетического баланса страны в региональном разрезе, другой на базе имитационных моделей формирования финансовых потоков нефтяного и газового секторов с учетом изменения ситуаций на внутреннем и внешнем рынках ресурсов, экономики добычи, транспорта и распределения топлив, характера взаимоотношений с государством через налоговые платежи. Предполагается, что такой двухсторонний подход позволит объективно определить диапазон возможных цен нефти и газа на внутреннем рынке. Вместе с ценами определены ожидаемые рентные (налоговые) платежи, которые могут быть перечислены в бюджеты без создания инвестиционных затруднений в развитии нефтяного и газового комплексов.
