Abstract

В статье рассматриваются проблемы построения функций спроса на труд с учетом реальных затрат рабочего времени. Предложены оценки затрат труда с учетом потерь рабочего времени, осуществлены расчеты численности занятых, скорректированной на потери затрат труда в связи с полным фондом неотработанного времени; фондом времени, неотработанным по инициативе администрации; неявками по болезни; трудовыми конфликтами. Проводится сопоставление результатов эконометрического моделирования динамики численности занятых и их скорректированной численности для экономики России в целом и ее отраслей на примере строительства. В качестве потенциала межотраслевого перераспределения рабочей силы приводятся оценки отраслевой структурной безработицы для сценария перевода скрытой безработицы в открытую.
