Экономические Инструменты Защиты Окружающей Среды: Страхование Ответственности Судовладельцев За Разливы Нефти

Abstract

Рассмотрены категории инструментов защиты окружающей среды от загрязнений постоянного и аварийного характера. Показаны экономические инструменты государственного экологического регулирования. Определен институт экологического страхования как экономический механизм защиты окружающей среды от аварийных загрязнений. Вскрыты проблемы страхования ответственности судовладельцев за разливы нефти в контексте несовершенства нормативно-правовой базы РФ, которые допускают недостаточность финансового обеспечения судовладельцами ответственности за ущерб от загрязнения морских акваторий нефтью и способствуют росту нагрузки на государственный бюджет в части затрат на восстановление окружающей среды и на ликвидацию последствий загрязнения вследствие аварий. Предложены рекомендации по совершенствованию системы тарифов при страховании ответственности судовладельцев за разливы нефти.
