Организационно-Экономические Предпосылки Формирования Модели Устойчивости Транспортно - Логистического Кластера

Abstract

Активная государственная политика, направленная на формирование кластеров, в том числе транспортно-логистических, пока не дает ожидаемых результатов. Механическое объединение предприятий в кластеры не приводит к возникновению системного синергетического эффекта. Одна из причин такого положения - неустойчивое состояние кластеров. Категория устойчивости систем является сложной, многогранной и требующей тщательного изучения. Для характеристики устойчивости транспортно-логистического кластера к колебаниям входных параметров в статье использованы категории, определяющие состояния системы - энтальпия и энтропия, объединяемые функцией состояния - потенциалом или свободной энергией Гиббса. Проанализированы явления, выражающие две объективные тенденции присущие развитию любой системы и связанные с ее экстенсивными и интенсивными свойствами.
