Трансформация Агропродовольственной Политики России В Условиях Членства В Вто: Институциональный Анализ

Abstract

В статье анализируются последствия присоединения России к Всемирной торговой организации с позиций интересов государства, производителей, регионов и отраслей агропромышленного комплекса. Особое внимание уделено изменениям, произошедшим в системе государственной поддержки: соотношению мер желтой и зеленой корзин, механизму несвязанной поддержки растениеводства. Сделан вывод о наличии существенных трансакционных издержек и несовершенстве институтов государственной агропродовольственной политики и нарастании борьбы интересов различных стейкхолдеров продовольственного рынка. Отмечается усиление дифференциации российских регионов, как по уровню, так и механизму выделения бюджетных субсидий
