Достижение Структурной Сбалансированности Бюджета. Опыт Чили

Abstract

В статье автор ищет ответ на вопрос: может ли бюджет быть сбалансированным при сильной сырьевой зависимости? Эмпирические исследования показывают, что может. Доказательство тому – Чили. В статье автор анализирует опыт Чили по внедрению фискальных правил, а именно введения структурного баланса бюджета, на котором, начиная с 2001г., строится вся бюджетная политика государства. Рассматривается чилийская методология расчета структурного дефицита, основанная на методологиях МВФ и ОЭСР с некоторыми корректировками ввиду присущих стране особенностей сектора государственных финансов. Опыт Чили может быть полезен для России как пример успешного освобождения бюджета от сырьевой зависимости.
