Abstract

В данной работе описываются основные проблемы, решение которых позволит сформировать эффективную национальную инновационную систему и тем самым обеспечит глобальную конкурентоспособность России. В статье также проводится анализ существующих подходов к созданию инновационной системы и предлагается наиболее эффективный способ - Кадастр интеллектуальной собственности - система учета и оборота объектов интеллектуальной собственности. In this paper author describes the main problems that have to be solved to form an effective national innovation system and thus will ensure the global competitiveness of Russia. Also author analyzed current approaches of creation the innovation system and 35 suggests the most effective method - intellectual property cadastre - the accounting and the transferring system of intellectual property.
