К Вопросу О Планировании Как Функции Управления

Abstract

Рассматривается современное планирование в условиях возрастающего дефицита сырьевых ресурсов, увеличивающейся численности населения, его миграции, определяется необходимость применения во всех сферах жизнедеятельности планирования и мер по ужесточению природопользования. Планирование свойственно большинству организованных систем в природе и обществе, является основой для разработки стратегии развития и важнейшей функцией управления. Исключительно благодаря научным методам планирования обществу удается предвидеть и своевременно преодолевать множество рисков. Очевидно, что по мере развития научно-технического прогресса, роль планирования, в отличие от «свободного» рынка, будет возрастать, если люди надеются сохранить природу и мир для будущих поколений.
