Abstract

В статье предлагается авторская методика сравнительной комплексной оценки эффективности деятельности органов государственной власти и местного самоуправления, основанная на применении инструментария методологии Data Envelopment Analysis (DEA), методов сумм, балльной оценки, метода расстояний, применение которой в системе государственного управления и контроля позволит ранжировать субъекты Российской Федерации и муниципальные образования по уровню эффективности управленческих решений в бюджетной сфере, повысить качество регионального бюджетного планирования посредством повышения степени реалистичности целевых показателей, а также обеспечить достоверность прогнозируемых, непосредственных и конечных результатов использования бюджетных средств в регионах
