Abstract

В статье осуществлен комплексный анализ законодательства, регулирующего деятельность малых инновационных предприятий, сформированы ключевые формы малых инновационных предприятий и предложена инновационная форма взаимодействия представителей науки, бизнеса, власти, общественности. Обоснована необходимость реформирования существующей системы высшего профессионального образования за счет перехода от муниципальной формы собственности к автономным негосударственным образовательным учреждениям.
