Регулирование Распределения Ценовой Ренты И Влияния Ценового Фактора При Реализации Нефтяных Проектов

Abstract

Обоснована актуальность вопроса регулирования распределения ценовой ренты и влияния ценового фактора при реализации нефтяных проектов, описаны инструменты регулирования, применяющиеся при лицензионном режиме и СРП с прямым и непрямым разделом. Для оценки эффективности применения инструментов использован статистический метод, анализ проведен на основе 1092 симуляций. Сделан вывод о превалирующем влиянии ценового фактора через формирование стоимости добытой продукции, а также о большей эффективности применения скользящих шкал для распределения ценовой ренты по сравнению с взыманием НДПИ и экспортной пошлины.
