Abstract

В статье рассматриваются проблемы оценки эффективности деятельности исполнительных органов власти уровня субъектов Российской Федерации и муниципальных образований. Обосновывается необходимость формирования установки на ведущую роль индивида как гражданина (потребителя или налогоплательщика) в оценке результатов деятельности экономических или властных институтов как главного (конечного) оценщика. Анализируются используемые в настоящее время подходы к оценке качества принимаемых властью решений.
