К Проблеме Реформирования Бюджетного Учета

Abstract

Определяющую роль в формировании и развитии экономической структуры любого современного общества играет государственное регулирование. Одним из наиболее важных механизмов, позволяющих государству осуществлять экономическое регулирование, является финансовый механизм, главным звеном которого считается государственный бюджет. Посредством финансовой системы государство образует централизованные и воздействует на формирование децентрализованных фондов денежных средств, обеспечивая возможность выполнения возложенных на государственные органы функций. Изменения, вносимые в бюджетный процесс, заключаются в повышении эффективности государственных расходов за счет концентрации наиболее важных для общества направлений. Суть этих изменений в реформировании бюджетного процесса, при котором планирование, выделение бюджетных средств должно обосновываться ожидаемым результатом их расходования.
