Abstract

Предметом исследования является государственная жилищная политика как инструмент обеспечения конституционного права граждан России на жилище. С целью проследить процесс становления и развития российской жилищной политики рассматриваются основные этапы ее реализации за период 1917-2015 гг., анализируются характерные для каждого периода экономические и административно-правовые инструменты обеспечения населения жильем, их эффективность и изменения в ходе исторического развития. Определяются направления дальнейшего совершенствования и возможные трудности на пути формирования жилищной политики в России
