Негативное Влияние Теневых Экономических Явлений На Достижение Эффективного Результата При Проведении Государственных Закупок

Abstract

В статье рассматриваются теневые экономические явления в сфере государственных закупок в России, на основе применения метода экспертных оценок показано их негативное воздействие на достижение эффективного результата при их проведении. Низкая эффективность закупок на государственном уровне, а также нерациональное освоение бюджетных средств — следствие не только несовершенства законодательства, но и непрофессионализма участников контрактной системы, оппортунистического поведения с их стороны, а также отсутствия строго определенной системы контроля на всех стадиях осуществления закупочных процедур
