Abstract

В статье показано, что особенности инновационной деятельности обуславливают невозможность разработки универсальной методики для оценки эффективности государственных решений в данной области. В этой связи повышению качества оценки будет способствовать критическое изучение существующих практик и их гибкое применение, исключающее формальный подход. При этом необходимым условием является обеспечение возможности не только внутренней, но и внешней оценки
