Устойчивость Развития Региональных Социально-Экономических Систем В Условиях Турбулентности

Abstract

В статье представлены итоги исследования теоретических аспектов устойчивого развития региональных социально-экономических систем и концептуально-методологических подходов к обеспечению устойчивости региона. Сделан вывод о том, что концепция «устойчивого развития» с момента своего формирования обрела междисциплинарный характер. Модель устойчивого развития представляет собой не неизменное состояние гармонии, а процесс изменений ее политической, экологической, экономической и социальной подсистем как результата воздействий управляющих подсистемы и надсистемы, компенсирующих турбулентность как следствие критических диспропорций. Обосновывается необходимость использования новых подходов к разработке управленческого механизма, направленного на минимизацию рисков и оптимизацию положительных последствий наступления возможных событий и процессов в условиях турбулентности
