Abstract

В статье рассмотрены приоритетные направления современной налоговой политики, выявлена особенность обязательных платежей, возникающих вне рамок налоговых отношений, обоснована необходимость включения неналоговых платежей в налоговую систему, обосновано и уточнено определение неналоговых платежей и их классификация, выявлены характерные признаки неналоговых платежей, обоснована необходимость их упорядочивания и сведения в единый документ федерального уровня, что в конечном итоге позволит уточнить приоритеты развития налоговой системы Российской Федерации с целью активизации российского бизнеса
