Российский Вуз В Системе Рыночных Отношений: Ретроспектива, Текущее Состояние И Направления Развития

Abstract

На основе анализа результатов трансформации российской высшей школы к условиям рыночной экономики, оценки ее текущего состояния и определения, стоящих перед ней вызовов и проблем выделены пять направлений развития вузов, которые должны находиться в фокусе внимания государства и профессионального сообщества в ближайшие 15 лет, а именно: институциональное развитие; экономика и инвестиции; инновации; развитие конкуренции; государ­ственный контроль и регулирование. По каждому направлению проанализированы стратегические цели и механизмы их реализации, решаемые задачи. Рассмотрены наиболее вероятные риски, связанные с достижением поставленных целей, в том числе: ограничение конкуренции за бюджетные инвестиции, чрезмерное государственное регулирование, снижение бюджетной эффективности, неравноценность получаемых дипломов, а также приоритет прикладных исследований над фундаментальными и предложены меры по их минимизации
