Abstract

В статье дана краткая характеристика основных элементов успешных модернизационных реформ, показаны принципы их проведения. Дана характеристика концептуальных основ системы управления модернизацией региональной системы. Обоснована необходимость системного подхода к формированию комплекса целей модернизации, учета при формировании целей глобальных системных вызов современности.
