Теоретические Основы Трансформации Современного Государственного Управления

Abstract

В статье рассмотрены актуальные проблемы необходимости преобразования управления РФ. Показано несоответствие современной системы государственного управления новому укладу экономики и уровням развития стран-лидеров мировой экономики и обоснована необходимость их трансформации. Дано новое определение категории трансформации экономики и управления. Показаны системные различия между модернизацией и трансформацией. Определены стратегические барьеры развития экономики и общества РФ. Обоснована необходимость перехода от концепции модернизации к концепции трансформации экономики, общества и государственного управления в связи с быстрым ростом неустойчивости мировой экономики и необходимостью подъема критических технологий научно-технического развития, которые в настоящее время находятся в глубоком кризисе и отстают от стран-лидеров. Сформулированы новые цели и критерии, предложены принципы и рекомендации для новой концепции современного государственного стратегического управления, обеспечивающие эффективную трансформацию управления и экономики РФ.
