Abstract

Definition of safety of social and economic systems is examined in the paper. There are two main ways of the safety classification: horizontal (functional) and vertical (hierarchical) ones. The author proposes another type of classification related to the safety level. Two levels of safety are distinguished. First one is the traditional stability safety which secures the system against external forcing and enables to retain its state. However, in the modern world the second level, namely development safety is more important: it provides the system's ability to respond new challenges.
