Неустойчивость Занятости: Теоретические Основы И Оценка Масштабов В России

Abstract

Статья посвящена анализу нового для экономических исследований в России феномена — неустойчивости (прекаризации) занятости как характерной черты современных трудовых отношений, ухудшающей качество экономического роста. Неустойчивость занятости рассматривается как состояние, при котором на рынке труда повышается уровень неопределенности и риска трудовых отношений, а работа перестает служить источником среднеи долгосрочного планирования жизни экономически активного населения. Данный феномен активно исследуется западноевропейскими учеными. Назрела необходимость разработки единых подходов и критериев, позволяющих проводить изучение неустойчивости занятости в отдельной стране и делать межстрановые сопоставления. Предложенный экономический подход, развивающий теоретическую концепцию неустойчивости занятости, основан на выделении и оценке объективных признаков данной проблемы: волатильности и дискретности дохода, связанного с работой. В статье опубликованы результаты количественных измерений неустойчивости занятости в России, включая оценку ее масштабов.
