Abstract

Настоящая статья посвящена исследованию двух наиболее обсуждаемых в научной литературе направлений реформирования налогообложения доходов физических лиц в России: введения прогрессивного налогообложения и налоговой дискриминации нетрудовых доходов. Предложена методология классификации доходов в соответствии с их отношением к трудовому вкладу получателей. Подробно рассмотрены проблемы классификации доходов и необходимость внедрения специального налогообложения некоторых видов доходов. Вопрос внедрения в России прогрессивной шкалы ставок налога на доходы физических лиц рассмотрен в аспектах справедливости и конституционности такого внедрения.
