Концепция Налога На Роскошь: Зарубежный Опыт, Отечественная Практика И Альтернативы

Abstract

Наличие социального неравенства приводит к поиску различных путей решения проблемы, в том числе к инструментам налоговой политики, одним из которых является введение налога на роскошь. В работе сгруппированы формы налогообложения «сверхпотребления» и «избыточных» доходов граждан, рассмотрены примеры зарубежного опыта с последующим сопоставлением положительных и отрицательных последствий налоговой практики иностранных государств, проанализированы отечественные законопроекты о налоге на роскошь и причины их отклонения. Раскрывается потенциал действующего законодательства в регулировании указанных проблем. Делается вывод о возможности внесения изменений в части налога на имущество физических лиц, земельного налога, государственной пошлины, акцизного и подоходного налогообложения граждан.
