Abstract

В условиях продолжающейся бюджетной реформы, перераспределения полномочий между органами государственной власти и органами местного самоуправления, отсутствия стабильной доходной базы местных бюджетов для значительной части муниципальных образований дотации на выравнивание бюджетной обеспеченности являются основным доходным источником, стабильно поступающим в течение года, что позволяет финансировать текущие социально значимые расходы заработную плату, расходы на социальное обеспечение и коммунальное хозяйство.
