Abstract

С начала рыночных реформ в России сохраняется «институциональный» вакуум в системе связей бизнеса и государства, регулирования структурных преобразований. В результате в экономике страны отсутствуют эффективные механизмы преодоления отрицательного структурного сдвига, отбросившего ее на три поколения техники и полвека социально-экономического развития. Для их становления требуется политика неоиндустриальных структурных преобразований, основу которой должны составить новые формальные и неформальные институты государственно-частного инвестирования инноваций, их продвижения на рынке, вовлечения в этот процесс банковской системы.
