Abstract

В статье анализируются основные меры, направленные на повышение бюджетной устойчивости регионов в рамках неравномерности социально-экономического развития территорий. Выделяются типы устойчивости бюджетов регионов и предлагаются меры по повышению устойчивости бюджетов регионов. Проведена типология факторов, определяющих степень устойчивости бюджетов регионов. Среди внутренних факторов выделены такие, как степень финансовой ответственности субъекта и модель применения инструментов бюджетного регулирования. Основными внешними факторами, определяющими устойчивость бюджета, признаются экономические, институциональные, социальные, эколого-географические и природно-климатические условия.
