Электронное Нормотворчество Как Особый Инструмент Государственной Политики: Возможности И Ограничения Использования

Abstract

Рассматривается опыт развития электронного нормотворчества в контексте реализации программ регулирования. Выделены факторы, которые способствовали развитию электронного нормотворчества на примере США. Дана характеристика внешней и внутренней сетевой информационно-коммуникационной инфраструктуры взаимодействия между регулирующими институтами. Приведены ключевые барьеры в сфере информирования, коммуникаций и взаимодействия в процессе нормотворчества. Предложено рассматривать электронное нормотворчество как инструмент государственной политики, позволяющий установить обратную связь между регулирующими формальными и неформальными институтами.
