Совершенствование Бюджетного Планирования И Его Влияние На Повышение Эффективности Управленческих Решений

Abstract

Статья посвящена разработке новых подходов к совершенствованию бюджетного планирования на уровне субъектов Федерации и муниципальных образований на основе программно-целевого планирования и использования сбалансированной системы показателей. Отмечается несогласованность обоснованных в проекте сметы расходов на реализацию программ и фактически заложенных в бюджет средств на их финансирование. Предлагается механизм управления финансовым обеспечением реализации текущей и перспективной деятельности в муниципальном образовании.
