Оценка Земли Как Эффективный Инструмент Земельной Политики

Abstract

В России активно развивается частная форма собственности на землю, однако свободный рынок не в состоянии решить все проблемы функционирования земельного рынка, поскольку его потенциал ограничен. Для государственного регулирования рынка земли нужна комплексная земельная политика, нужно внедрение экономических инструментов земельной политики. В статье анализируются изменения в структуре земельного фонда России, произошедшие с 1990 по 2006 г. Особое внимание уделено вопросам оценки земли как одному из наиболее применяемых в европейских странах экономических инструментов земельной политики.
