Abstract

Рассмотрены способы формирования регулируемых тарифов на услуги по передаче и распределению электрической энергии по региональным электрическим сетям. Метод экономически обоснованных расходов основан на расчете необходимой валовой выручки за расчетный период (один год), в которую включаются расходы и балансовая прибыль, в том числе полные капитальные вложения. При использовании метода доходности на инвестированный капитал необходимая валовая выручка рассчитывается на долгосрочный период (пять лет) и содержит кроме операционных затрат и амортизации только доход на инвестированный капитал.
