Abstract

Статья посвящена изучению основных этапов преобразования полиции в Западной Сибири во второй половине XIX начале XX в. Обозначены основные вехи и особенности развития полиции в дореволюционный период. Анализ развития нормативно-правовой базы полиции в пореформенный период показал, что законодатель стремился приспособить органы полиции Западной Сибири к новым политическим и социально-экономическим реалиям Российского государства. Эти процессы отражались на структуре и функциях полицейской системы, ослабляя ее внутренне и делая уязвимым звеном в обеспечении законности и правопорядка.
