Abstract

В статье представлены результаты исследования концептуальных основ электронных библиотек, произведенного посредством анализа зарубежного и национального законодательства. Подчеркивается, что с учетом достижений в области информационных технологий, повсеместного распространения и доступа к глобальной сети Интернет оцифровка книг, журналов, других документов, создание их сразу в цифровой форме привели к появлению электронных библиотек, что положило начало накоплению цифрового культурного наследия. Обозначены актуальные проблемы, связанные с отсутствием единой терминологии, законодательного признания электронных библиотек как объектов цифрового культурного наследия.
