Abstract

В статье рассмотрены основные тенденции развития сферы услуг, возможности использования инструментов государственно-частного партнерства (ГЧП) в отраслях социальной инфраструктуры. Условием эффективной реализации проектов ГЧП является трансформация функций органов государственного и муниципального управления по направлению к децентрализации, взаимодействию с частным бизнесом. На основе анализа деятельности учреждений культуры Новосибирской области определены возможности использования проектов ГЧП в отрасли «Культура».
