Abstract

В статье проанализирован опыт управления процессами развития северных территорий России, определена социально-экономическая специфика жизнедеятельности арктических и приарктических территорий страны и возможные угрозы эффективному управлению ими. Рассмотрены ключевые аспекты проектирования оптимальных механизмов стратегического планирования, представлены авторские модель и алгоритм проектирования в условиях перманентно изменяющейся внешней среды. Приведены факторы оптимальности управленческих решений.
