РОЛЬ ДЕРЖАВНОЇЇ ІННОВАЦІЙНОЇ ПОЛІТИКИ У ЕКОНОМІЧНОМУ РОЗВИТКУ КРАЇНИ // Role of state innovative policy in economic development of country

The article researches the problems of state innovative policy in Ukraine, namely the main regulations of state innovative policy declared in the Concept of scientific and technological and innovative development of Ukraine, which was approved by the Resolution of Supreme Council of Ukraine in July 1999, and is the basic normative law act in the sphere of scientific and innovative activities. Alas, we cannot ascertain the fact that the regulations of «Conception» were not realized.The author examines the essence of innovative activities in market economy as a determinative indicator of an economic growth of the country and also determines the tasks and main principles of state innovative policy. This caused the increase in efficiency of state mechanism of influence on the economic development of the country. Operational structure of power and legal environment that regulates the issues of innovative activities were created in Ukraine. However, the present structure of state authorities of local self-government has some unsystematic character, which affirms that the development of innovative activities is not paid much attention to by authorities.The article suggests the forms of state support scientific and innovative activities Розглянуто проблеми державної інноваційної політики в Україні а саме: основні положення державної інноваційної політики задекларовані у Концепції науково-технологічного та інноваційного розвитку України, що була схвалена Постановою Верховної Ради України у липні 1999 р., та є базовим нормативно-правовим актом у сфері наукової та інноваційної діяльності. На жаль не можна констактувати той факт, що положення «Концепції…» так і не були реалізовані. Розкрито сутність інноваційної діяльності у ринковій економіці як визначального індикатора економічного зростання країни, а також визначено завдання та основні принципи державної інноваційної політики. Це знайшло відображення у підвищенні ефективності державного механізму впливу на економічний розвиток країни. В Україні створена організаційна структура влади та правова база, яка регулює питання інноваційної діяльності. Однак наявнаструктура державних органів місцевого самоврядування характеризується певною безсистемністю, яка свідчить про те що, розвиток інноваційної діяльності ще не отримав достатньої уваги зі сторони органів влади.
